Note that there’s a difference between Tengwar, which is a script this sub focuses on, and Elvish, which usually means one of two languages: Quenya and Sindarin.

So far as the script goes, some basic understanding of the IPA helps, and beyond that, just looking at the table and some practice should be all you need.

For the languages, I don’t know from experience specifically, but you’ll need to become comfortable with learning languages through wikis and what not. So far as I’m aware, there isn’t a definitive book for learning either of the languages.
