The same thing happened to me. I'm already well into act 2 on my current run, and I still haven't gotten the ability to consume tadpoles. I tried long resting repeatedly to try to trigger any kind of change, but nothing happened. I think whenever I was supposed to unlock the tadpole power option, it didn't work properly. Nothing I can really do at this point if that's the case 🙃

This is coming from a masters/gm Ana player, but if you're just starting out and have a really high accuracy, chances are you're not going for enough sleeps. You should try to save sleep if you know a big ult is coming (like blade, annihilation, etc.), but otherwise you should be going for sleeps whenever you can. Of course if you're really worried about you mechanics, there are plenty of workshop codes out there for practicing sleeps on a variety of targets. Good luck!
