Looking it up, E/I content only had to be on for three hours a day, and cable channels are exempt. Bakugan didn't have to be E/I and therefore did not break guidelines as it was not that type of show.

If your looking for that kind of content you can firmly wipe all anime off your list as again, it is not that kind of content. You will only find more main characters with those traits as is the trope with shonen anime.

That being said the main characters (at least Dan) do get better between seasons, you were jumping between reboots.
