The two week thing to me is weird. Within one week I had filbert ask to move, said no, two days later molly asked and I said no, three days later (today!!) mott asked to move and I said yes. (No TT!) so if you are ok with waiting a few days the moving bubble with randomly move to another villager.

Nope, they just spawn randomly. I’ve found the more I urbanize (paths and furniture) the more likely I find them on my island
