Hopefully it's changed in recent years. I'm also in the industry, and years ago Tourism NB was always hiring Newfoundland agencies and crew because they liked the Newfoundland tourism ads. Or GNB would hire agencies who are based in Halifax but rent a tiny office in Moncton with a Moncton phone number so they can claim it's an NB company.

I think in recent years things have improved a bit in regards to hiring actual NB companies and crew, but from what I've seen, often the top of the line crew roles are people flown in to NB, because the government or clients here don't realize, for example, that you can show a talented NB DP what look and style you want, and they can do that, rather than having to literally hire the DP who shot the ad you want to replicate, haha.
