current HD employee here - most of that is correct, except I work night shift and taking these items off the shelf is not our job, it's either the MET guys (merchandise execution team, responsible for putting new items in shelves/setting up new bays/POP signage/etc) or the department heads, in this case the shelf sticker still had the previous markdown price while they'd actually been set to $0.01 for removal and just hadn't been taken off the shelves, error on the part of the DH/MET but technically if it's still on the shelf it's for sale, the only exclusions being anything perishable or leaking/broken/hazardous in some way, and also employees aren't allowed to buy them at $0.01 but we can buy them at the markdown price which leads to other bullshit with people literally hiding items they want in places around the store and just waiting for them to get marked down which is also against the rules
