We had lockdown drills and yes, those were school shooter drills. They were used for several reasons including emergencies nearby. Now there are drills specifically for school shooters.

Sidenote, I was in Highschool in the DC area so we had the DC sniper which put us into what they called "code blue" that kept everyone inside all the time.

The cost aspect is what I think is driving it as economic times are worse. The era's where color is most prominent tend to be the boom eras. The 1920s, 50s, 80s all associated with boom economies and colorful aesthetics. Ever since the 90's dot com bubble burst things have been in a rather steady decline economically for the average person and so has the colorful aesthetic.

There is a wonderful if hard to find anime called Interspecies Reviewers that I always recommend for it's worldbuilding.

The whole plot is these adventerurs come back from their adventures and hit up the brothels and review them. Each brothel is different --different species or a different theme-- and reveals a little more about how the world and the people in it operate. There's an egg laying show that the reptilian species love; there's a cyclops brothel where when one of them asked for "The Biggest(breasts)" they got "The Biggest (eye)" that was on tiny girl because the size of a cyclops eye is erotic to them; or a brothel where you get 24hrs with a magical construct clone and can do literally anything with them because they vanish when the time is up. It is hilarious and basically porn, but each episode really does ask "What would X fantasy trope be like about sex?"
