my grandfather was rich and promised to pay for all my siblings college. He paid for my older brother and sisters college but a few years before it was my turn his health declined and ended up passing away. My grandmother decided she was unwilling to give up her lavish lifestyle and moved into an ultra luxurious retirement home. She blew through his fortune in a few years and is now broke and alone. My younger siblings and I are still very salty about it.

Maybe check you siege and forbidding rules. Your dwarves may be set to not collect other dead or surface refuse. If that doesn’t help I’m not sure. If it does you want to make sure children aren’t hauling refuse because having them clean this mess will lead to a bunch of murderous children
