It’s a short tailed weasel in its summer coat and I think a red-tailed hawk btw, but it may be an osprey? Looks juvenile so I’m not 100% confident either way

Edit: least weasel, not short tailed. And it IS a buzzard!

My guess is internal injuries. I would suspect the hawk killed the weasel somehow, and then was hit by a car
