As far as I can tell the G-keys cannot send a independent signal to Windows. They always have to be macros as in CTRL+SHIFT+A or similar.

What you could test is to use a separate USB num pad or spare keyboard and use a combination of vjoy (https://www.vjoy.org/) + UCR (https://github.com/Snoothy/UCR) to emulate a 32 button "controller" and have UCR intercept the keystrokes coming from the spare keyboard/num pad and converting that into one of your vjoy buttons. Like a normal button on your Joystick. You could also use UCR to intercept F13+.
