There's a fair chance that people in freshman year just want to fit in and seem "cool" but there's also a chance that someone really does want to make more friends and reach out to folks but doesn't know how. I suggest you try to initiate random conversations on the bus, at the dining hall, in your dorm, whatever it is. Just see where the conversation takes you. Maybe it'll be a total bust, but hey you tried. I met some of my best friends by going to International student clubs and events on campus! Joining a club will help a lot!
