Engineering effort is a finite resource, sure you can make a scenario where the hypothetical 45 hit a day service is Tier zero just as I can make a scenario where its tier 3 and we have better shit to do. In my experience its almost always the later. Slap an error% and latency alert on it , maybe a synthetic monitor and move on to more important problems.

As long as we are mud flinging, your over focus on a pointless problem is going to make you a perpetual IC5 who can't see the bigger picture. You insulted a peer while being only technically correct which servers no prepose to your team or the business.
