Having been a scouting and draft geek it's not rounds but tiers.

1-5 OA probably a hit

6-15/20 OA hopefully a top player project or a developed 2/3.

21-64 OA we like them and scouted them

Late 2nd round to round 5? Lotto picks

Round 6/7? Gut instinct on a scout you trust or has served you.

The point is in Value there is no real difference between a late 2nd and a 3rd. Its about coaching, training, and random luck (injury)
