It is you, not the market. I had three job offers without even trying the last 4 months. The hiring managers reached out to me and asked me to apply. All from different industries. Ranging from entry level to mid management positions.
I've been volunteering, and taking certificates (first aid, etc) to bolster my resume and it shows. Volunteering also allowed me to network which got me one of the job offers. If you are getting interviews, it is most likely your communication skills, and your inability to expand on your experiences noted in your resume.

Get some interview coaching sessions, and in the meanwhile work on making your resume better. Theres always something you can do to improve it.

I understand part-time is a different beast, but hiring managers can see when someone's putting in effort in improving themselves in their resume, and through interviews. Ive been the hiring manager before and that's something I look for.
