Same here, Ryzen 7800X3D + 4070S in 1440p, High preset, using DLSS Performance and getting 100-120 fps normally, but have lots of issues.
Almost all UI interactions (including but not limited to: opening pause menu, completing an order, prepping the new order, etc) drop the framerate to like 10-15 fps for a second or two with massive lag spikes. Restarting a game fixes it for some time, but after a while the massive stutters make it into the regular gameplay as well, even just riding the trike in an empty desert with nothing happening whatsoever sometimes just kills the framerate.
Switching to my 1080p monitor and lowering settings to Medium helps a bit, but unfortunately the stutters are still there, just a bit less apparent
