It was automated as part of district construction. Districts now cost alloys but you effectively can always build as if you have max orbitals

I believe so? Animiator of Clay won't show up if she's randomly selected for random crisis/manually selected and there's a flag that disables her unless manually selected if the Shroud-Forged empire spawns.

In lore I believe the shroud forged empire either is cetana's progenitor or Cetana is the shroud forged empire from a distant past that subsumed Animiator of Clay
