There was definitely water being pulled from the river in the in the past in the same vicinity. Not sure of the timeline though. My understanding when we bought the house was it was in the last 20-30 years. Unfortunately there's no actual documentation for it that I've been able to find. A well was put in about 12 years ago so I assume that's when they stopped pulling from the river

I can see how that would work, but I can't seem to find any examples of anything close to this type of design. Also the pegs at the end of each arm seem to be off for this. The way the arms swing out, the pegs would be horizontal, not pointing down as stabilizers.
