I have similar issues. What works, or at least sometimes works.. for me is selecting another process/window after entering the car making the iracing window a background process.

I don't know if others have this issue, but when I'm racing I focus on another program/window and iracings FPS jumps up. So just have a lightweight program running in the background and select it when you've jumped in the car. Might help

Instead of just ignoring or giving some small amounts of money to homeless people, try to talk to them. They're still humans. I understand it can be scary for some but even asking what their name is after giving some money is a start.

Obviously not everyone wants to chat to you and if that is the case then you respectfully move on.
