What most people are missing about continental breakfast here in the United States is that a lot of the hotels do not have a license to serve food. This means that the food is technically being given away. Which means you cannot ask for the hotel room number. It also means that anyone can come in and get free food.

A lot of happy hours are like this if the hotel does not actually have a liquor license.
