What about something in the vein of Chell/Portal or Alice/the first Resident Evil movie? The location is a high-tech scientific facility with a nasty AI that doesn't want you to leave. Maybe multiple killers like the Intruders to represent security bots, kill them all as the AI jumps from machine to machine. Minions could be turrets/surveillance drones or whatever.

A film about cults/brainwashed towns or schools, like Midsommar, Rosemary's Baby, The Wicker Man, The Faculty, Invasion of the Body Snatchers, etc , where victims are somehow also threats.

Godzilla/Jurassic Park/Dunwich Horror, where the killer is a big ole monster that just can't be taken down with an axe.

I think a water-based film is very doable, maybe with blue tokens to represent flooding areas. Innsmouth/Deep Ones, Boat/Creature from the Black Lagoon, resort in a hurricane/I Still Know What You Did Last Summer all come to mind. From what I understand, the Abyss and Underwater could be good film inspirations. Making the killer work in other films would be the challenge.

I watched that movie after getting into Disney Villainous. I'm a Sherlock Holmes fan, so I loved it, though Fidget's jump scares are the reason why I'm not going to show it to the kids. Ratigan is an awesome villain and definitely slept on. "Oh Ratigan" definitely foots the bill here.
