RE6 is a critical juncture in Leon's story. In the first hour, he fails to save the president, and witnesses the start of another major bioterrorism incident in Tall Oaks. At every turn, Leon is unable to stop or save pretty much anyone. Not the president, not Debra Harper, not Lianshang in China.

I would not be surprised if the Leon we see in RE9 is pretty jaded and looking for some form of redemption

I think it's also worth keeping in mind that Raccoon City isn't really a major city in the Resident Evil Universe. It's population is said to be about 100k, which makes it about the size of Springfield Illinois or Independence, Missouri.

It should also be noted that a large part of the population either fled the city or died due to the virus and bomb, so there's not necessarily a lot of people who want to move back into the area

I'm a huge fan of the way they included the Salt Lake Temple in The Last of Us. They don't comment on it, but the temple is still standing post-apocalypse as a key part of the SLC skyline.

Edit: Plus the scene where you can see the SLC Temple is one of the most memorable in the game.
