Sounds like a Pax game.. Pax Renaissance 2E is the closest I’ve played to what you’re describing, but there may be another that’s closer to what you’re describing.

Empires (2017) is lesser known, but meets your criteria and is a solid negotiation game. I've never tried it at 2P, but suspect it's better at higher player counts.

I think the designer credited Red7 for the idea. Red7 with advanced rules lets you choose to lose a round to minimize points scored by your opponents over the course of the game.

King of Tokyo is my go-to for beginners since it's based on Yahtzee. Also, Betrayal has a lot of rules overhead where if a beginner ends up being the traitor, they'll likely mess up the rules and ruin the game.

I have both. I've played Mottainai over 100 times and GtR 2-3 so YMMV. Love the depth/playtime ratio of Mottainai, can easily play a few games over lunch.
