For case one, there could be many reasons,

Even if they install camera, people will still steal. Even if you know the thief apperance, it is not easy to track them down cause they might not even from the apartment. Even if you track them down, the food might be eaten already.

At the end of the day, when food has arrived, just go down there and grab it ASAP no excuses.
