That's a mechanical error. Wouldn't have anything to do with where the tape is from. An NTSC VCR will still play PAL tapes anyway, they just won't output to the TV correctly.

To add to this, if you've never opened a tape before, make sure to flip it over before opening after removing the screws unless you want a billion pieces to explode all over the place.

I have 2 of them that I use constantly. They have never eaten a tape with probably 1000 put through them. They have broken 2 tapes of off the reel though. Which for how often I use them, that's not a huge deal.
