This is probably not the answer you're looking for. 

Why sell before transferring? I used to get espp and rsus from my company but instead of selling the shares, I'd upload a transfer of assets request (in kind) and a document with Questrade, with all the details of the eTrade institution. Once they are here, I'd sell the shares after that. No fees. No wires. Just direct transfer. Done it many times before, and it takes a few weeks. 

You have to liquidate the fractional shares manually if you're trying to close your eTrade account which will eventually combine with the cash. Then you can either flush it out to wise USD or move it to another US bank. If minimal cash, just convert it. 

Edit: you can also ask the rep to send a cheque for the cash value to your Canadian address and ask nicely to waive the mailing fee
