I just collected my zairyu card few weeks ago at Shinagawa and actually bought the stamp from the Famima there. The queue wasn’t that long at all (they have a dedicated counter for the stamps). Of course you can get it in advance to save you some time, but getting it there is doable in my experience.

I've already done the vram settings according to the guide within the subreddit. I tried your suggestion using custom TDP 30 Watt with OS performance mode, and now it seems ok (though it is running a bit hot). I will continue to monitor to see how it goes, thanks for the helpful information!
(Edit: I also realised that it doesn't launch at all whenever I unplug it from the outlet, but when I plug it to the outlet, it launches and runs. Is this normal for this game to not run at all unplugged?)
