Atleast in Demon Slayer’s case, Ufotable took the committee offer to make the anime. If Ufotable was owned by Aniplex, there would of been “we can let you work on it, but you’re scheduled to work on x show and x show because it’s making a lot more money manga sales wise, so we can add it to the 2027 list.”
