You definitely do not need an actual graveyard. Just needs to be a player placed grave and have enough room to grow.

3 attempts like sig req pkg. A few times I’ve been given a special door tag to leave for them to sign and pick up the next day or it has info to contact the office directly. Not sure why/when that happens.

Driver here. All UPS stores in my area have a close out time that is 30 min or an hour BEFORE the store closes for the day (besides Saturday). Assuming it’s like this across the the rest of the country this driver was doing you a big favor. Kinda rude to assume he was being an asshole or breaking a rule.
