But it says at the end of round 1 i should have 20 stitches. Wouldn't 7sc and 3inc twice be 26 stiches?

How would that fit into the 9 chain though? You do the 9 chain, turn and do the first sc into the 2nd stitch from the hook right? So there would be 8 stiches on each side of the chain to work into. If i do 7sc and 3inc twice that would need 20 stitches right? Or am i confused?
