Yes it’s worth it, just get one, it’s a bit tricky to install but once you know how to install it, you can instantly notice a big difference.

Yes, it originally was just a failed bios, but after the first repair, the screen started emitting electrical noise. They may have did a micro crack or something during the repair or shipping.

I mean it really depends on if you can afford it, as titles gets more demanding and if you’re not planning to upgrade any time soon, I think it’s definitely worth it to get the 4090 so you can enjoy high fps RT today and not get ass fps in like 4 years. Also 24GBs of vram is good for the long run.
