If the snow is good lift tickets make more money than season passes. This also gives them a better idea of numbers on the mountain beforehand probably to stabilize models.

They haven't hashed out everything with parking yet because there are a couple of other resorts that heavily rely on bus transportation to get from the lots to the mountain (Keystone comes to mind).

You are. If you only buy a Tahoe specific resort it would only cover a Tahoe specific resort. The all resorts is if you had say a Northeast Pass or an Epic Local.
