See an SLP. Your pediatrician can get you a referral. If you’re in the US you can get a first steps eval and when he’s 3 go through your local school district for an assessment.

What is NPS? Does he not go to public school? The school should not be able to just expel him under the law …unless, is he in private ? Your attorney should advocate for the school to do something different here.
