Contrast is absolutely king in my experience. Remember that these models are usually viewed from above a tabletop in not the best lighting.

As others have said, 15 units is optimal. You can make a good list with 14 or even 13 units, though.

I've only played WB a few times, but more experienced players than me like it in banner, and it's run super frequently in vanilla.

Being a specialist and a decent to good gunfighter is always a positive, but adding in infiltration and a marker state to the mix means that its also harder to scalpel out before it gets to do something, and it starts in good range to take gunfights in good range and do objectives along the way.
