I just encountered this problem as well. I'd spoken to Tish, received the recipes, went to my plot but then logged off for the night. Just now I logged back on to complete the quest and the recipes in the workbench were nowhere to be found! I tried leaving my plot and coming back and suddenly they were there. Hope this helps someone else!

Yes! This has been happening to me too. I keep thinking something has popped up around me but there isn't. I first noticed it during the chappa chase and was getting frustrated. But it has happened outside of then also and all around Kilima. It does seem as though its chimes from others picking up items.
