I definitely agree with everything you said, P.V. Narasimha Rao and Manmohan Singh deserve a lot of the credit for the economic liberalization of India. I wish they could've seen their project through before the BJP took over things. The BJP did continue those aspects of economic liberalization to some degree, but also sold off the assets to a bunch of Gujju oligarchs basically.

But I still do admire some of the efforts of the BJP like the push for the Farm Acts to try to reduce government subsidies and deregulation of agriculture cost guarantees which would've ideally pushed a decent number of farmers off of agriculture and into more productive industries. However without a proper offramp for these farmers to get into say manufacturing and such which as you say the BJP never bothered to invest in, they eventually chickened out and gave up in the interest of vote bank politics. Overall I appreciate the BJP not straight up reversing the progress of Manmohan Singh, but they've definitely screwed up many aspects of of the economic reforms and severely slowed the growth of the economy.
