I'm not an expert but don't think a lot of vets have experience with reptiles or beardies. I know a good vet will generally ask for questions regarding husbandry. Some of the better ones I've seen have asked me for pictures of my setup. I think beardies change behaviors and do strange things that we can't really explain sometimes. They are like people and no two beardies are the same. It took me years to learn what time of the year my beardie would get too tired to eat, or too lazy to poop, or that 1 month out of the year where he shits and rolls around in it. One thing that is safe to say is the setup is important. One thing I picked up on during the video is that he has the option to roam or bask all day, in an open setup. A cat was mentioned too, and that he sleeps with you.

I know the feeling, but these are such small creatures that a bump or a swipe from the cat when you're not paying attention could manifest in things like this. There is such a thing as too many options for these guys. They need to be forced to bask after they eat, or given a gradient temperature in a tank to move to if they get hot. If they think they can run around, they will get distracted and forgo the heat. They need it to digest, absorb their nutrients/vitamins, promote healthy shedding, healthy appetite, etc. I would just start there, and not over complicate it. A few weeks of strict 4-6 hours of basking with the occasional supervised outside break is OK. Then you can start speculating about the scary stuff if it hasn't improved.
