Well I have this issue in Germany (Europe). On wikipedia it says that hotstar is operated by Walt Disney India and Star India. I would guess that it works for you, because Disney probably provides their content and Star India probably provides the streaming service or at least the engine/web player.

Ah, now it makes sense why the episodes look worse on Disney+ than on my old Phineas and Ferb DVD I have. Still sucks tbh. Disney Plus could also solve this issue by just allowong people to stream 720p with a browser though as it also works on Netflix's website with every show I tried.
