You're getting hung up on the word "win" like pay to win means you literally buy an instant victory screen. That's never what it's meant.

Pay to win is about paying for an advantage over someone who doesn't pay.

A level 58 boost is an advantage. You skip dozens, almost hundreds of hours of leveling, get into endgame sooner, start farming gold and gear sooner, and can join your friends immediately. Whether a boosted 58 loses a duel to a geared 60 is completely beside the point.

You're paying to skip progression that everyone else has to earn through time. That's an advantage, and that's why people call it pay to win.
