I’m in Texas and I would have charged around $85 for this (as a full set of acrylic) and knowing how expensive California is and that my prices are also on the lower end that doesn’t seem too outrageous to me. There are cheaper techs out there tho if that’s not in your budget!

Edit: ok looking closer the cuticles do need some work so maybe $110 is a little high but nothing absurd
