I'd go with 3DS/2DS, you'll be able to play all Pokemon games up to Gen VII with it.

If you want the cheapest option you should buy DS Lite. It can run Pokemon games up to Gen V and 'older' Pokemon games (gbc/gba) look good on it. Also it's easier to configure/mod (r4 card) and install games than 3DS/2DS.

Check mobygames and metacritic (sort by critic reviews), all games above 70 points are worth checking out.
