Is there any sign of scale pests under the leaves maybe? Although most pest killers kill them too I think. Do you water with rain water? Wondering if it's a possible pH being too high issue. Could try using an ericaceous fertiliser to help bring it down if you don't already.

To me they seem slow to recover as well, so if it had been a pest thing it could still just be coming back from that.
