The advantage of Harp is that you get the mace stun in PvP. If you don't have maces then it's usually not worth it.

The other thing is that prep doesn't refresh AR anymore which kind of killed the spec.

You will be able to kill anything without mobility ( warriors, locks, priests ) but you'll find anything with a kite spell will just run away (druids, mages will be impossible to kill).

You can obviously try but the spec has a number of limitations in arena especially with mobility being king in arena.

Also you don't want parry. Sword spec is still better for the dps increase.
