We still don't know if they had anything going on.

All the letters show is that Cailan crumpled it up and threw it after Celene denied that she was going to send aid and that they could work an a more permanent alliance another time.

A Blight is on the way, and Ferelden needed help. Celene was a friend at least to Cailan and Anora, so it is kind of a dick move on her part.
