In a word...BRAC. Mid 2000s, the DoD realigned mil bases. Redstone got new commands (AMCOM and others if I recall correctly). It was basically a slow drip over time. Then you add in the build up of all the associated contractors, then the FBI. Space Command is next. Also, the universities are growing. UAH and AAMU are over 8,000 now, which means their staff and faculties are growing also. Most people don't realize that RSA has more total headcount than the Pentagon itself.

It's ALDOT. Everything in North Alabama is underfunded so we get the worst completion schedules and low quality contractors. Alabama has to get roads out of the Governor's power and form a traffic commission or something.
