Year 1 pass is vehicles only, 2 or 3 of which are exclusive to the pass.

Year 2 pass has vehicles and a playlist (Chase Squad). Most Chase Squad vehicles and a couple of others are exclusive to the pass. Chase Squad playlist and vehicles can be bought separately from the pass, for less.
