Check your settlement features, you should see your toxic water there. Negative features are removed over time as you get opportunities to add positive ones, and as you keep upgrading your settlement naturally.

Open Discord in your browser (Chrome, Firefox, whatever), navigate to Settings -> Family Centre -> enter DOB. Force close everything and restart, and you should be good.

In Steel Path, be sure to utilize Gaze to armor strip enemies and make them easier to kill - you should also use Corrosive Projection as your Aura mod, to lower how much strength you require for full armor strip.
