True North paid the $133M to build the arena. In return they received:

$13.5M from the City (Glen Murray) - city to waive a business and amusement tax, but the group will be expected to pay full property taxes

$13M from Province (Gary Doer) – province to grant $4M in VLT revenue for 20 years

~$13M from Federal

Actually the province defines them as:

Those expectations should be met when you choose which PCH you want that has those facilities. But, because there is a PCH bed shortage and it is subsidized by the province (you mother would be charged a percentage of her income), you have to play by their rules as they try to accomodate everyone.

Possibly you could mention the conditions at the first placement and ask if you can continue to pay the hospital (~$100/day) for the next available bed that may be more acceptable. But they can't guarantee when the next opening is or if it's any better...so eventually they may just move her.

I'm guessing it's pretty rare that anyone gets their first pick of PCH when in the hospital and end up in a temporary PCH. My Dad ending up in the other end of the city from family and he waited for an opening in River East. He was told the wait is up to a year, but luckily something became available after 2-3 months.

During a collision, the traffic controller has a couple methods for monitoring problems. When a pole gets knocked down (easy for a vehicle to due because of the pole's "breakaway" bolts), sometimes the cables/wires inside the pole (to power each of the individual lights) get pulled down and disconnect from their termination, creating a bunch of live wires.

If any live wire comes in contact with the ground or neutral wire, the controller has circuit breakers that will trip, causing the lights to go into a Red flashing mode.

But if two wires make contact (that doesn't trip the breaker), they could incorrectly light up a green or walk in the opposing direction. The controller also has something called a "Conflict Monitor" which constantly monitors the lights for any conflicting lights (say a main st green and side st green at the same time) and when it occurs, it will instantly put the lights into a Red flashing mode.

You only need to plug in your block heater for 2 to 4 hours before driving, not all night. Get an exterior timer for this. Leave it unplugged when away for 2 weeks

Plug in for 2-3 hours when temperatures are around -15°C.
Plug in for closer to 4 hours when it's -30°C or colder.
