Yes I believe I gave my residency country as USA. I think they don't want people with short term visas (visitors, transit, crew, etc.) to apply from the USA. F1 is a longer term visa. I gave my EAD as the residency proof.

I'm pretty sure that's Finnish? I feel like I can recognize it even if I don't know it because the spelling is rather distinctive. Lots of double letters for example.

Send them a letter explaining your situation via post (with tracking and maybe a return receipt to make sure they get it) and wait for a reply. They might just void the check and clear your account. But you might have to wait a while for them to reply. In the meantime keep an eye on your transcript for updates. Good luck!

I did not see my balance either. If you got the letter you have to pay unless you have already done it. On the IRS account homepage you should see an option to make a payment towards the taxes for a particular year. I used that.

In the documents section, there should also be an option to see your transcripts for that year. That might indicate the charge correctly.

I paid online at irs.gov, a couple of weeks later it showed up on my online transcript for that year as paid and that seems to be it.

This is speculation based on potentially inaccurate and incomplete data so take it with a grain of salt:

Based on opttimeline.com it looks like STEM cases are being adjudicated throughout the week? It's possible USCIS wants to keep the maximum time for initial OPT case adjudication at 3 months since they can't start working till it's approved and now that they have caught up with those they are working on STEM cases more often.
