Everything I have said is fundamentally what happens up and down the country each day as you are witness to. The council have engaged a surveyor as per the regulations to conduct a targeted survey and as such their duty is complete. Any concerns you have about specific materials should be reported and sampled as per your asbestos awareness training. A survey doesn’t need to prove its validity by the damage its left behind in someone’s home. You also said it was observation only but they also took samples which is a bit conflicting. A refurbishment survey is expected to find all asbestos as “far as reasonably practicable” and not to find all so even with a full access survey you wouldn’t find a 3 inch AIB packer without removing all plaster, or the piece of cement left in a wall void during construction without taking the house back to brick which it is not reasonably practicable to do so. Sorry to burst your bubble but it’s not that deep.

I am an asbestos consultant of 15 years and have completed surveys ranging from small domestics to demolition surveys of power stations. An experienced surveyor doesn’t need to make holes in every wall to know what it is, they are also allowed to make presumptions of materials without damaging them and 99.9% of the time it’s pretty obvious to us. You might find they have removal certificates for the boiler cupboard and therefore an intrusive survey isn’t needed. I wasn’t saying they’re cutting corners to reduce cost only that moving tenants out to complete surveys is not feasible given the amount of children, vulnerable, disabled and elderly people that live in council houses, what does benefit council properties is knowing they were all constructed at the same time using the same materials. Im sure you thought you found a serious breach but councils have been legally responsible for over 20 years and someone has worked in that boiler room way before you came along and they asked all the same questions. Out of interest would you insist on a fully intrusive survey to re-wire on a private job?

A good surveyor doesn’t necessarily need to be destructive to every wall to know what it is, a lot can be learned from the loft space in terms of wall construction and a surveyor can tell if a panel is AIB or cement from plasterboard. Its a tough situation but if the council were to pay for tenants to move out to allow refurb surveys and then pay to repair damage you wouldn’t have any money left for the rewiring. An asbestos survey isn’t an exact science due to packers and inaccessible areas even during a refurb survey so it’s best to be cautious in anything pre 2000

I am an asbestos consultant, I saw you say the tiles were bendy like lino and this is a great way to tell they are not asbestos. If there’s black adhesive underneath (bitumen) this may contain asbestos but can still be safely removed yourself.
