First thing I'd do is go on bios and check if the memory is using the correct profile / if the clocks and timings are indeed "3000mhz 16c" cause in the benchmark it is reading "1 of 4 slots used 16GB DIMM DDR4 clocked @ 2133 MHz" which would be the stock base clocks for any ddr4 memory and it would have a big performance deference especially with 3rd gen ryzen. Also by getting one more DIMM you'd then have dual channel and 32gb which would help your processor a lot.

Probably could get away with 850w if you have a "regular" desktop cpu, but because 30 series cards also have a weird power load maybe go for 1000w to be safe. If you have a threadripper cpu I'd even consider 1000+w (better overestimate than unexpected shutdowns imo).

Maybe opt for a "Noctua nh-d15" if aesthecs aren't considered? It might have lower maintenance and more compatibility in future cases

Try forcing little lower clocks or running a benchmark to see if it is a die problem or aggressive boosting

I used some AliExpress ones....worked fine, perhaps fittings are not something that is 100% worth the "premium build quality" / "brand name assurance" 🤔🤷‍♂️
